Sheffield Wednesday Faces a 'Significant Problem', States Football Regulator

'We are going to be a part of football's future' - newly appointed regulator the new chairman

Sheffield Wednesday's current difficulties are seen as a "significant problem" and the new football authority is looking to gain the ability to look into club affairs in such situations, the recently named head the regulator has declared.

Through a comprehensive talk, Kogan, who was appointed on Monday, showed understanding towards supporters of the Owls.

The regulator engaged with four supporter groups connected to the South Yorkshire club this week.

The Championship side have been experiencing difficulties in multiple areas in the current year, with the club missing wage payments on five separate occasions, including in September.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," the chairman stated.

"Sheffield Wednesday is one of the iconic names for football in England and recently we have met supporters' organizations.

"We're now looking to get powers... which will enable us to take the club and similar situations referred to us if they warrant scrutiny and acted upon."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner the current owner indicated in the summer he would be open to selling the club at Hillsborough, but he has not been able to secure a deal with potential new owners.

Delayed salary payments on time in spring months caused limitations by the league officials in June, preventing the club from carrying out any recruitment activities for the next three transfer windows, although the ban was rescinded in the end of the transfer window.

Authority's Position

The chairman stated: "Our role exists to serve the supporters of Wednesday, Bury or any football club where people are committed to a community organization that has represented their community in multiple situations.

"I have absolute sympathy for Sheffield Wednesday, as I do for all the clubs that over recent decades have faced collapse, or been close to going to the wall, for factors unrelated to the fans themselves."

Inquired if the regulator could force an chairman to relinquish a club if they are considered unfit, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we gather the evidence and know what's going on, we will."

But Kogan stressed that compelling proprietors to divest clubs would be viewed as the ultimate measure and the authority would rather to cooperate with proprietors.

"The last thing what we want to do is commence engagement with an particular organization, an specific proprietor, without having the opportunity to collaborate with that chairman to fix the challenges confronting the team and the proprietor's dealing with," the regulator explained.

"But the truth is, when you look back over the history of the game, over the recent generations there have been some owners, a small minority, but certain individuals who have acted carelessly in the manner they have operated their clubs and ultimately don't wish to take responsibility for the future."

'Errors may undo substantial development'

The chairman convened with officials from numerous teams to lay out the remit of the regulator on Wednesday and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the grassroots to elite level.

"It's a job that's actually really important, because if we get it wrong, if the world of football gets it wrong, the remarkable development accomplished necessary will vanish incredibly quickly," Kogan said.

"Such an outcome is universally undesirable in the context of the English game is a huge success story - we must maintain momentum.

"Substantial financial resources flowing into the game and has come into football for the recent generations, because there are no assurances it will continue to come into football, which is one of the reasons why I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Premier League Concerns

Top flight officials resisted the establishment of an oversight body because of fears of a negative impact on the elite division's competitive balance, but the regulator stated: "I completely endorse the prosperity and expansion as an commercial operation of the top division.

"Being fully aware of the worry about compromising the top flight as an elite competition of the nation. But simultaneously, if you engage with division representatives after the recent gathering, they would have had a significant degree of comfort -and, in fact, they have been telling us in private they have a significant confidence."

Political Connections

Kogan is still facing a "full inquiry" by the Commissioner for Public Appointments after he disclosed making donations to the opposition group in recent years.

The official donated money to Culture Secretary Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that party membership ceased the day the official body endorsed my nomination," the chairman stated.

"I am no longer involved in any type of partisan engagement."
