UK and France Plan to Send Military Personnel to the Country should a Ceasefire Accord is Reached

The British and French governments have formalized a declaration of intent concerning the deployment of troops in the nation if a ceasefire be struck with Moscow, the British leader, Sir Keir Starmer, has declared.

Subsequent to discussions with Ukraine's allies in the French capital, he said that the two nations would "create operational bases across Ukraine and erect protected installations for military hardware and military equipment" to prevent any potential attack.

The partner countries also proposed that the US would play the primary role in monitoring a ceasefire.

The Kremlin has consistently stated that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has so far not issued a statement on this recent announcement.

Background and Continuing Conflict

Moscow's leader Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow currently holds about 20% of the country's land.

"This is a vital part of our commitment to be alongside Ukraine for the long-term," commented the UK Prime Minister.

National leaders and senior officials from the "Allied Coalition" took part in the recent discussions.

Addressing reporters at a shared media briefing, the Prime Minister further said: "It establishes the framework for the legal framework under which allied and coalition forces could work on Ukrainian soil, defending Ukraine's air and maritime domains, and rebuilding Ukraine's military for the time to come."

The PM went on to say that Britain would be involved in any American-headed verification of a potential cessation of hostilities.

Protection Pledges and Negotiation Stances

Senior Washington representative Steve Witkoff stated that "lasting security guarantees and strong economic promises are critical to a lasting peace" in Ukraine – alluding to a central condition made by Ukraine.

Witkoff noted the allies had "largely finished" their work on establishing such assurances "to ensure the citizens of Ukraine know that when this conflict ends, it ends permanently."

The former US envoy, former American President Donald Trump's special envoy, also took part in the talks.

Separately, French President Emmanuel Macron declared that Ukraine's supporters had made "considerable advances" at the negotiations.

He added that "comprehensive" safety pledges for Kyiv had been reached in the instance of a potential truce.

Ukraine's leader Volodymyr Zelensky said that a "major development" had been made in Paris, but added that he would only deem efforts to be "enough" if they led to the end of the war.

Earlier, he indicated a settlement was "largely prepared". Agreeing on the outstanding 10% would "shape the fate of the agreement, the destiny of Ukraine and Europe".

  • Land and defense assurances have been at the heart of unresolved issues for diplomats.
  • Putin has often said that Kyiv's military must retreat from all of Ukraine's eastern Donbas or Russia will seize it, dismissing any concession over how to end the war.
  • Zelensky has to date ruled out surrendering any territory, but has floated the idea that Ukraine could pull back its forces to an mutually accepted point – but only if Russia reciprocates.

Moscow currently controls approximately 75% of the Donetsk oblast and around 99% of the bordering Luhansk. The pair of oblasts form the heartland of Donbas.

The original US-led 28-point framework that was widely leaked to the media last year was seen by Kyiv and its partners in Europe as being disproportionately favorable in Russia's favor.

This triggered weeks of high-level diplomacy – with Ukraine, the US and European leaders trying to amend the proposal.

Recently, Ukraine presented the US an new 20-point plan – as well as additional documents describing potential defense assurances and plans for Ukraine's reconstruction, Zelensky stated.
